Chad Ballard, PE, CFM is a surface water and flood expert specializing in stormwater and drainage design, advanced numerical flood modeling, and flood warning systems. With a career encompassing hydrology, civil engineering, and floodplain management, he brings a comprehensive engineering perspective to litigation work. His work centers on investigating hydrologic and hydraulic conditions, assessing floodplain management practices, and evaluating whether engineering standards were met in flood-related incidents.

Mr. Ballard has been retained in numerous expert witness and consulting engagements nationwide, involving cases related to river hydraulics, levee breaches, and dam failures. His MS of Civil and Environmental Engineering from Brigham Young University, along with his Professional Engineer (P.E.) certification, reinforce his ability to deliver objective, defensible analyses.
